A Secret Service sniper shot and killed the suspected gunman just moments after he fired multiple rounds. Crooks used an AR-style rifle that had been purchased by his father, according to people familiar with the investigation.
Authorities also found explosive devices in the car he had been driving, according to people briefed on the investigation.
One spectator was killed and two were critically injured. The gunman acted alone and wasn’t on the FBI’s radar before the shooting, said Kevin Rojek, the bureau’s special agent in charge of the Pittsburgh office.
Investigators were still trying to determine his ideology and motive. They were working to gain access into the gunman’s cellphone and other electronic devices as part of that effort.
In advance of events, the Secret Service routinely visits nearby businesses and buildings and works with local law-enforcement officials to monitor and safeguard structures outside the security perimeter, former agents said.
Pickle said investigators will want to assess how the Secret Service communicated with local law enforcement and used technology, including drones, to identify threats.
The Secret Service is likely to also confront questions about how heavily it relied on local law enforcement for support—and whether federal or state officials knew in the hours or minutes before the shooting that a threat was brewing.
On Saturday, four counter-sniper teams—two from the Secret Service and two from local law enforcement—were deployed at Trump’s rally, a Secret Service spokesman said.
In interviews after the shooting, witnesses recalled their horror at the sound of gunfire and the sight of Trump being swept away by his Secret Service detail.
Robert Pugar, an Allegheny County resident and off-duty police officer who attended the rally, said he noticed the law-enforcement snipers looking through their binoculars shortly before the shooting happened. “I kept saying to myself, I wonder if they see something. It just caught my attention…or is that just how they pan the horizon?” Pugar recalled.
A day later, Pugar said he was still taking it all in. With all the top-notch security technology available today, “how did somebody get 130 yards away without being recognized?” he asked. “We couldn’t even park within a mile. So how does somebody get on the very first building away from the stage, on the rooftop?”
One witness outside the event told BBC that he saw an armed man crawling on top of a building and pointed him out to law enforcement.
“I’m thinking to myself, ‘Why is Trump still speaking, why have they not pulled him off the stage?’…The next thing you know, five shots ring out,” the witness said.
President Biden on Sunday said that Trump, as a former president and the presumptive Republican presidential nominee, already receives a heightened level of security and said that he has directed the Secret Service to provide Trump with “every resource” and measure to ensure his safety.
Biden also said he has directed the head of the Secret Service to review all security measures for the Republican National Convention. And he called for an independent review of the security measures at the rally to establish what happened.
Rep. James Comer (R., Ky.), chairman of the House Oversight Committee, said within hours of the shooting that his panel was opening a probe, and he called on the Secret Service’s director, Kimberly Cheatle, to appear on July 22.
Individual agents showed tremendous bravery, he said, but added: “There are many questions and Americans demand answers.”
The Secret Service regularly trains for a variety of scenarios, “including the worst-case scenario of an assassination attempt against one of its protectees,” said Charles Marino, who served as a supervisory agent on Biden’s Secret Service detail during his vice presidency.
Donald Mihalek, a retired senior Secret Service agent, called the attempted assassination historic, drawing parallels to the 1912 shooting of Theodore Roosevelt in Milwaukee.
Roosevelt, then a former president who was running for a third term in the White House, was shot while heading to a campaign event. He survived the attempt on his life.
Typically, the Secret Service has an advance team assess a location ahead of a campaign event to make a security plan, Mihalek said. Agents will take physical measures of the area, determine the necessary personnel and work with counter snipers to examine nearby buildings and their distances to where the president or the presidential candidate will be.
Mihalek said outdoor events like the one in Butler can be challenging. “You can’t shut a whole town down,” he said.
The campaign season makes the job even tougher, he said. While a president’s schedule is typically well mapped out, a candidate’s schedule can be erratic with last-minute events added to the campaign trail. That gives the Secret Service less time to plan, Mihalek said.
The Trump campaign officially announced the Butler event 10 days ahead of time, on July 3.
Rep. Mike Waltz, a Republican from Florida, said on X that the Department of Homeland Security had denied requests for stronger Secret Service protection for Trump—a claim that Secret Service spokesman Anthony Guglielmi called absolutely false.
“In fact, we added protective resources & technology & capabilities as part of the increased campaign travel tempo,” Guglielmi said on X. Waltz vowed to get to the bottom of what he said was a “massive leadership failure with Secret Service and DHS.”
House Republicans were both furious and upset during a security briefing they received Sunday afternoon from the House Sergeant at Arms, according to people familiar with the discussion.
Lawmakers came away from the call without any sense of the specific security flaw to blame for the incident, one person said.
Saturday’s events marked perhaps the biggest security crisis for the Secret Service since President Ronald Reagan was shot leaving the Washington Hilton in 1981 by John Hinckley, Jr. Reagan spent 12 days in the hospital after being struck under the armpit.
Cheatle returned to the Secret Service after working as a senior director at PepsiCo North America overseeing facilities, personnel and business continuity.
In her previous stint at the Secret Service, she was the first woman to serve as assistant director of protective operations. Her appointment to lead the Secret Service made her the agency’s second female director.
When he appointed her director, Biden said he and first lady Jill Biden got to know Cheatle while she served on his security detail during his vice presidency.
“She has my complete trust,” said the president in 2022.

Japan’s $1.5 Trillion Pension Whale Could Trigger Disruption In US Stocks, Currency And Bonds
Government Pension Investment Fund plans first portfolio overhaul in five years, and its dollar stash looks tempting with the yen weak.
TOKYO—Japan would love to strengthen the yen, with the currency’s value at a nearly 38-year low. And it owns one of the world’s biggest dollar stashes.
Many analysts say Tokyo is getting ready to redirect some of those government-controlled dollars back into yen assets, a decision that could ripple through global financial markets, given the sums involved.
The Government Pension Investment Fund is an investing whale, with ¥246 trillion, equivalent to $1.53 trillion, in assets as of March 31.
Half of the total is held in foreign stocks and bonds, mostly in dollars, and the fund is about to start a once-every-five-years review of its strategy.
In an aging world where pension programs such as Social Security in the U.S. often face long-term challenges, Japan has adopted an unusual route.
It takes a chunk of money from working people’s paychecks beyond the amount spent on current pension costs, then converts some of those yen into dollars to buy assets such as American stocks and bonds.
The fund in 2014 raised the ratio of foreign assets to 40% from 23%, and bumped it up further to 50% four years ago. The investments, which invited similar shifts by other large Japanese institutions, helped push up U.S. and Japanese stock prices.
Though the pension fund has enjoyed big paper gains and was up nearly 23% in its most recent fiscal year, it is a risky way to invest funds earmarked for future retirees.
It amounts to a vote of no confidence by the Japanese government in its own currency and contrasts with the U.S. Social Security Trust Funds, which exclusively own the U.S. government’s own bonds.
The U.S. too has weighed a bigger role for stock investments in Social Security, but an effort nearly two decades ago by then President George W. Bush to let workers divert some Social Security payroll taxes to personal retirement accounts fell apart.
With Japan’s long-term interest rates rising recently, “raising the weight of domestic bonds is a natural direction for normalizing the situation” at the pension fund, said Takahide Kiuchi, an economist at Nomura Research Institute.
Kiuchi was a policy board member at the Bank of Japan a decade ago, when the fund started pouring hundreds of billions of dollars into foreign assets.
It was part of an effort by the government and central bank to encourage Japanese people to take bigger risks with their money and get out of the funk that had gripped the nation since the early 1990s.
“I think there was also an element then of wanting a cheaper yen,” Kiuchi said. “Now absolutely no one is looking for that.”
The yen recently hit its weakest level against the dollar since Ronald Reagan was president.
While that helps make exporters such as Toyota more competitive, the weak currency has driven up prices in Japan for imported goods such as gasoline and food.
Support for the cabinet of Prime Minister Fumio Kishida has fallen to around 25% in polls this year.
The yen has weakened so much that the Japanese government has been selling dollars to prop it up. Meanwhile, elsewhere in the same government, the pension investment fund continues to press the dollar accelerator based on a policy dating to 2014.
“Seeing how they shifted in one direction 10 years ago, I think it makes sense that they would be able to do the same thing now” in the opposite direction, said Stefan Angrick, an economist at Moody’s Analytics.
The huge dollar stash could be viewed as a form of insurance, he said, “and if you want to use that money at a point in time when things get tough, then that moment is now, right?”
If the pension fund moves 10% of its assets from foreign currencies into yen, that would mean a movement of some $150 billion. Angrick and Kiuchi cautioned that even such a shift wouldn’t necessarily stem the yen’s depreciation, given the large size and capriciousness of foreign-exchange markets.
At a news conference on Friday, the fund’s president, Masataka Miyazono, declined to discuss how the portfolio might change next year but said the fund would analyze the expected long-term returns of each asset class.
“The yen depreciated against the dollar and euro in the previous fiscal year, which had positive effects on our investment performance,” Miyazono said, adding that the fund wasn’t trying to exploit the weak yen to increase returns.
The new strategy will officially take effect next April, but analysts observed that the fund often front-runs the planned weighting changes to make the transition smoother.
Analysts at Morgan Stanley predicted that the Japanese government would raise the pension fund’s weighting of domestic stocks. The Nikkei Stock Average is trading near its record level after reaching an all-time high in February for the first time in 34 years.
Japanese companies have been raising dividends and share buybacks, and have shown more openness to foreign shareholders’ demands. That allows the government fund to argue that bringing more money home would benefit the bottom line.
It will need that kind of justification, because the fund is supposed to invest purely to maximize its assets on behalf of future pensioners, not to advance government policy goals.
“Since GPIF makes investments with a very long-term view, it is important to diversify its investments from a very long-term perspective rather than getting excited or upset about short-term events,” said Toshiyuki Takahashi, a former government pension chief now at Japan Research Institute.

Saudis Warned G-7 Over Russia Seizures With Debt Sale Threat

Saudi Arabia privately hinted earlier this year it might sell some European debt holdings if the Group of Seven decided to seize almost $300 billion of Russia’s frozen assets, people familiar with the matter said.
The kingdom’s finance ministry told some G-7 counterparts of its opposition to the idea, which was meant to support Ukraine, with one person describing it as a veiled threat. The Saudis specifically mentioned debt issued by the French treasury, two of the people said.
In May and June, the G-7 was exploring different options regarding the Russian central bank’s blocked funds, most of which sit in Europe.
The group eventually agreed to tap the profits generated and leave the assets themselves alone despite a US and UK push for allies to consider bolder options, including a direct seizure. Some euro-member nations were against that idea, concerned it could undermine the currency.
Saudi Arabia’s stance likely influenced the reluctance of those countries, said the people, who asked not to be identified discussing private conversations.
“No such threats were made,” according to a statement sent from the Saudi finance ministry. “Our relation with the G-7 and others is of mutual respect and we continue to discuss all issues that promote global growth and enhance the resilience of the international financial system.”
The kingdom’s holdings of euro and French bonds may amount to tens of billions of euros, but probably aren’t big enough to make a major difference if sold off. European officials were still concerned because other countries might have followed Saudi Arabia’s lead.
One Saudi official said it wasn’t the government’s style to make such threats but that it possibly outlined to G-7 members the eventual consequences of any seizures.
The Saudi position changed after G-7 nations went with a proposal that didn’t expropriate the assets, one of the people said.
It was unclear, said the people, if Saudi Arabia acted out of self-interest — fearing a seizure would set a precedent that could be used against other countries in future — or in solidarity with Russia.
Riyadh and Moscow have maintained close relations since Russia invaded Ukraine and together lead the OPEC+ cartel of oil producers. The Saudi government has also built ties with Ukraine, and President Volodymyr Zelenskiy traveled to the kingdom last month to meet Crown Prince Mohammed bin Salman.
Whatever its motive, Saudi Arabia’s move underscores its growing clout on the world stage and the G-7’s difficulty in garnering support from so-called Global South nations for Ukraine in the face of Russia’s aggression.
Under Prince Mohammed, Saudi Arabia’s de facto ruler, Riyadh has increasingly positioned itself as a diplomatic powerhouse and has said it wants to mediate between Kyiv and Moscow.
The French government didn’t immediately respond to requests for comment.
At a summit in Italy in June, after months of discussions, G-7 leaders agreed to a financial structure that will provide Ukraine with about $50 billion of fresh aid. The seven member nations and the European Union agreed to give loans that will be repaid using the profits generated by Russia’s roughly €260 billion ($280 billion) of frozen funds.
The funds are expected to generate between €3 billion and €5 billion annually.
The G-7 and EU are finalizing the mechanics of the scheme. Some EU nations hope the plan is a step toward doing more with the assets and such calls are likely to grow louder the longer the war continues and the more Ukraine’s reconstruction costs mount.
Petrodollar System
Saudi Arabia is the world’s biggest exporter of crude oil and its central bank has net foreign reserves of $445 billion. The sovereign wealth fund also has almost $1 trillion of assets.
Neither the central bank, known as SAMA, nor the wealth fund breaks down foreign assets by currency or country. But the bulk of the holdings are in dollars. Saudi Arabia owns $135 billion of US Treasuries, according to the American government’s latest data.
Two of the people questioned the credibility of Saudi Arabia’s threat, noting that there had been little movement away from G-7 currencies when the Russian assets were first frozen shortly after the full-scale invasion of Ukraine in February 2022.
G-7 members also said there weren’t many reliable alternatives for the Gulf nation to pursue beyond the dollar and euro.
Saudi Arabia sells its oil in dollars, boosting its status as the world’s main reserve currency. Despite widespread speculation that it will switch to other currencies, including China’s yuan, Saudi officials have consistently played down the idea, saying that sticking to the dollar is the best thing for the kingdom’s economy.

German Government Offloads Its Final Bitcoin Holdings
The German government officially has zero BTC left after weeks of dumping its reserves onto the market, keeping the price below $60,000.
Germany’s government offloaded the last of its Bitcoin holdings on July 12, according to data from Arkham Intelligence.
The final transaction included 3,846 Bitcoin (BTC) sent to “Flow Traders and 139Po,” which Arkham described as “likely institutional deposit/OTC service.” The transaction followed weeks of increased selling pressure from the German government, which offloaded tens of thousands of Bitcoin in several tranches.
Most of the 50,000 Bitcoin dumped by the German government over the last three weeks resulted from an asset seizure and was largely responsible for keeping the market below the $60,000 price point and its 200-day exponential moving average.
Institutional Selling Pressure Suppresses The Market
Despite the German government exhausting their Bitcoin reserves, selling pressure from the $9 billion Mt. Gox reimbursement plan may keep the price of Bitcoin suppressed in the coming weeks and sustain the climate of fear, uncertainty, and doubt that has plagued the market in recent months.
The exchange collapsed in 2014 when the price of Bitcoin was still trading for hundreds of dollars.
G Markets analyst Tony Sycamore believes the Mt. Gox payments will not have the disastrous effect on markets that many investors anticipate. According to Sycamore, there are too many factors at play to determine the behavior of the Mt. Gox creditors.
The analyst predicted that half of the reimbursement supply could hit exchanges sometime this July.
Still, the analyst was confident the reimbursement was already priced into the Bitcoin market. Sycamore told Cointelegraph that news of the reimbursement plan was known by investors for a long time and is not a surprise.
Institutional Investors Buy The Dip
During the heightened selling pressure, institutional investors bought the dip. Data from CoinShares revealed that United States exchange-traded funds (ETFs) raked in $295 million in inflows for the week of July 8, reversing several weeks of suppressed inflows into the investment funds.

The Federal Reserve (Fed) seems increasingly likely to start cutting interest rates this year after yesterday’s inflation report, fulfilling crypto bulls’ long-standing desire for a more risk-amenable macroeconomic environment.
The consensus in the crypto market community is that rate cuts, likely to begin in September, will boost fiat liquidity, catalyzing demand for riskier investments like bitcoin (BTC).
While that’s plausible, markets may have already priced in any easing. Rate-cut expectations have dominated crypto and traditional market sentiment since the second half of 2022 and are among the key catalysts behind bitcoin’s surge from 2022 lows near $15,000 to record highs above $73,000 this year.
Consequently, the actual rate cut might elicit only a tepid response from the market.
What’s likely to be more important is the context in which any interest-rate reduction takes place.
A stimulative effect on asset prices is likely to be more pronounced if a cut comes at a time of low inflation and a thriving economy. One that occurs amid signs of economic fragility might convey a negative signal, prompting investors to rotate money out of riskier assets and into safer ones such as government bonds.
“If the Fed cuts rates solely due to inflation concerns in September 2024, it could be short-term bullish for bitcoin,” Markus Thielen, founder of 10x Research, said in a note shared with CoinDesk.
“However, if growth concerns drive the cut, either in September or later, bitcoin might face significant selling pressure.”
Historically, bitcoin has gained the most when the Fed pauses its cycle of rate increases, Thielen said. The arrival of the first cut has typically met with a tepid response.
“During the Fed’s pause from rate hikes until July 2019, bitcoin experienced explosive growth, returning +169%. Following a seven-month pause in 2019, the Fed cut interest rates, initiating a steep rate-cutting cycle.
Initially, bitcoin responded positively, rallying +19% within a week after the July 31, 2019, rate cut. However, two weeks later, Bitcoin was back to flat,” Thielen said.
Thielen added that the rate cuts in the second half of 2019 were due to economic uncertainties and weighed over BTC’s price. The cryptocurrency’s price fell 33% in the second half of the year, CoinDesk data show.
U.S. stocks show a similar pattern.
“The arrival of a Fed rate cut cycle has tended to coincide with a sizable stock-market drawdown,” Austin Pickle, a strategist at Wells Fargo Investment Institute, said last month, according to MarketWatch. “Since 1974, the average drawdown has been roughly 20% over 250 days following the first Fed rate cut.”
Pickle added that the stock market would suffer if the Fed is forced to cut rates in response to macro weakness.
That means crypto traders should be watchful of signs of weakness in the U.S. economy.
According to Fidelity’s business cycle tracker, the U.S. economy was in the late stage of expansion at the end of the second quarter. Leading indicators like new orders for consumer goods and materials, consumer sentiment and building permits signaled weakness ahead.
Should the weakness become more pronounced in coming months, a rate cut will do little for risk assets, including BTC.
